Is There an End to the Types of Domain Extensions? |

It wasn’t too long ago when the only types of domain extensions were .edu, .gov, .org, .net and .com. Today there is an ever growing list of the types of domain extensions. I don’t fully understand how URL extensions work. I realize some such as .gov are specifically for governmental websites but what is stopping someone from creating a .booya extension. From what I understand there is no limit to the types of domain extensions possible but I think there is a website international board who votes on such things.
The reason I think this is of such importance is because it greatly effects the value of a URL investment. Any limited resource will economically go up in value as it becomes more scarce. People who buy expired domain names should be compared to someone buying an exiting office building. New URLs are like property construction. The limited amount of server space is like the land on Earth. I just want to know if it is possible to run out of URLs. For the time being it is limited, I know that for sure.
